On the territory of the region, 8,92434 people, or 73.22% of all voters, took part in the voting. Compared to the 2012 presidential elections, turnout has decreased. In percentage terms, it fell by 1.12%, and in absolute terms - by 7539 people. (0.83%). Taking into account the extremely small change in indicators, we can talk about turnout stability, especially since it remains in the range of 71-78% for four campaigns in a row: in 2004, turnout was 71.84%, in 2008 - 77.94% and in 2012 m - 74.34%. It should be noted that such a preservation (in fact) of turnout occurred against the background of a small increase in the list number of voters: over 6 years, 8306 people increased. (0.68%).
Despite this constancy of the turnout, the participants of our election special project “Election of the President of Russia 2018. Voting on March 18” could not predict it. Recall that in February and March we interviewed three experts in each of the 50 regions with the largest number of voters and, based on their forecasts, derived a consensus forecast for turnout in a particular region. For the Belgorod region, the forecast was 62% in February and 69% in March. Those.even the March forecast differs from the real result by more than 4%.
Among the presidential candidates of the Belgorod region, the votes were distributed as follows: Vladimir Putin - 79.71%, Pavel Grudinin - 10.43%, Vladimir Zhirinovsky - 5.57%, Ksenia Sobchak - 0.95%, Maxim Suraykin - 0.73 %, Sergey Baburin - 0.58%, Boris Titov - 0.54%, Grigory Yavlinsky - 0.50%.
In this election, Vladimir Putin set a record for the percentage of votes for the “Kremlin candidate”, significantly improving previous results: in 2004 and 2012, he received in the region, respectively, 54.82% and 59.30%, and Dmitry Medvedev in 2008 m scored 68.96%.
This time, the Communist Party of the Russian Federation has a noticeable loss of votes compared to 2012: then Gennady Zyuganov received 23.45%. Vladimir Zhirinovsky "earned" is also less, but his losses are not so significant: 6 years ago he had 6.62%.
According to the chairman of the election commission of the Belgorod region, Nikolay Pletnev, the elections in the region were fairly calm. However, they could not be held without violations. Thus, out of ten reports received at the electoral commission about violations, three were found to be justified, and all three violations were committed at one polling station No. 78 in Belgorod.In addition, the results of home-based voting at polling stations №334 and №344 in the Borisov district of the region were canceled. The basis was the complaint of the trustee of the candidate Pavel Grudinin (CPRF). During the verification of the complaint, information was confirmed that in one of these polling stations four out of 67 voters who wished to vote at home were not entered in the general register, and in the other, where there were 28 “homeworkers”, the extract from the register was not signed by the PEC secretary . As a result, all 95 ballots in the mobile ballot boxes were declared invalid. Pletnev said: "The chairmen of both polling stations will be deprived of awards for the preparation and organization of elections. In the future, these people will not be headed by the PEC."
Yury Shcherbakov, deputy general director of the Consulting Agency for Social Monitoring and Mass Communications, shares his opinion on how the presidential campaign took place in the region: “The presidential elections in the Belgorod region were held against the background of a stable social and political situation and the consolidation of society. in strict accordance with the law, in the absence of any violations, the region became one of the leaders in the Central Federal District, confirming its status as a model region.
No breakthrough technological solutions or fundamentally new forms of campaigning have been demonstrated at these elections, the only thing I will note is the increasing role of the Internet as a platform for campaigning and more active participation of young people in voting. These elections are the first, where the Internet caught up with the TV in terms of the political audience, in the next elections the network will already significantly outrun TV broadcasting. "
