The coat of arms of Pskov has deep historical roots. Even before that, when in the 18th century, the coats of arms created by the Heraldic Department began to consolidate behind the cities of Russia, the city already had its own emblem. There were several variants of the city symbols.

Thus, in the time of Tsar Ivan the Terrible, a predatory running beast is depicted on the city seal. And on the city flag from the second half of the 17th century, the predator was detailed, it was a lynx.

Subsequently, the changes affected the official emblem of the city. Already above the beast striped with a protruding tongue (presumably a tiger), a hand extends from the clouds. The official coat of arms of Pskov, adopted in 1781, generally preserved this image, specifying the breed of the beast. They became a leopard: "In the blue field, the leopard, and above him a hand coming out."

Historians, studying in the dynamics of the transformation of the emblem of the city of Pskov, agree that initially the beast was some kind of heraldic predator. Its species characteristics have undergone so many changes that by the 16th century it was not possible to attribute it to any species.

The earliest mention of the emblem of Pskov is in the register of the seals of the sovereign from 1626. It says that the Pskov seal is a leopard, and under a leopard it is land. In the decree of Tsar Alexei Mikhailovich of 1666 there is a reference to the manufacture of the Pskov coat of arms with the description: "The Pskov Seal, on it a running lynx."

However, historians are inclined to believe that the leopard was originally already under Ivan the Terrible, since the state seal of 1583 of Ivan the Terrible was precisely this beast.

The Pskov leopard was on the seal of the diary of 1698 with the Austrian envoy Korb. There is a leopard on the emblem of the banner of the Pskov regiment in 1729. To him is a description: "Pskov - in the old way: a leopard - and above him from a cloud a hand stands on the green ground, the azure field."

Due to the fact that the Petersburg heraldists with reliable accuracy could not determine the breed of the animal, it was decided to consider it a leopard.
